Homeowners Association - A Florida corporation responsible for the operation of a subdivision where membership is a mandatory condition of parcel ownership and the association is authorized to impose assessments that, if unpaid, may become a lien on the parcel.

*Neighborhood Association - A recognized voluntary membership organization that allow all people who live or own property in a subdivision the opportunity to come together and participate in the decision making for their neighborhood. They serve as a conduit to local government and provide for the exchange of information and ideas regarding the neighborhood. The neighborhood association has no enforcement powers and does not have covenants and restrictions that obligate the property owners to comply by certain design standards, but the association may avail itself of the enforcement authority of the City. There is no requirement of property owners to participate or be members of the neighborhood association and the association does not have to be incorporated.

Once the organization is formed, the membership will need to choose leaders...

BY-LAWS will be established listing the board positions and officers, how often they will be elected, and some of the duties and responsibilities of each position. Leaders provide continuity and accountability for the organization.

BOARD MEMBERS - A total of ten board members. Suggested: five residents from Brierwood north and five from Brierwood south. Elections for board members are generally held annually. These officers handle the business of the organization throughout the year and are held to the responsibilities specified within the organization's bylaws.

OFFICERS - Suggested: two residents from Brierwood north and two residents from Brierwood south:

  • Chairperson - Responsible for the overall leadership of the board and facilitates the meetings.
  • Vice Chairperson - Assists the chair. In the absence of the chair, the vice chair assumes the responsibilities of the chair, including conducting the meetings.
  • Secretary - Records the minutes of the meetings and makes sure copies of the agenda, minutes, and all other records of the organization are available to all neighborhood residents.
  • Treasurer - Responsible for the funds of the organization. A financial status report may be required to be given by the treasurer at meetings.
